Korea Republic voices deep regret over Korea DPR anti-Seoul flak
South Korea voiced deep regret Thursday that North Korea has chided the South for the failure to hold inter-Korean talks, calling on Pyongyang to end its groundless verbal attacks and insults.
The North’s committee for the peaceful reunification of Korea issued a statement Wednesday that South Korea will not be able to evade responsibility for having strained bilateral relations due to its hypocrisy as it is seeking to pursue both pressure against the North and dialogue with it.
Earlier this week, the North also blamed the South for the failure to organize a joint event to mark the 15th anniversary of a historic inter-Korean summit, saying that Seoul has set unnecessary preconditions for the event.
The Ministry of Unification expressed deep regret over the North’s move and urged North Korea to accept Seoul’s offer for talks without preconditions
“Despite South Korea’s repeated proposal for talks, Pyongyang has passed the buck to Seoul for the suspension of dialogue,” said a ministry official, asking not to be named. “We express our deep regret over the North’s criticism.”
The official called on the North to come to the talks without any preconditions for peace and stability on a divided peninsula.
The North has raised the level of its provocation in recent weeks as it claimed it had successfully test-fired a submarine-launched ballistic missile. It also said that it has already miniaturized nuclear warheads enough to be placed on missiles.
Seoul, Washington and Tokyo have recently vowed to increase pressure against the North to make it abandon its nuclear weapons.
Despite lingering tension, Seoul has said that it will continue to encourage civilians to expand inter-Korean exchanges if they help promote reconciliation and restore national unity. (Yonhap)

Korea Republic fails to join railway cooperation body due to Korea DPR
South Korea again failed to join an international organization for railroad cooperation, a prerequisite for building a trans-Asian railway, due to opposition from North Korea, the Seoul government said Thursday.
It was the second time Seoul sought to join the Organization for Cooperation between Railways since 2003 when the country’s first attempt was again thwarted by Pyongyang’s opposition, according to the Ministry of Land, Infrastructure and Transport.
New membership with the OSJD requires a unanimous vote from the organization’s 28 members, including the communist North.
“We were able to secure explicit support of all other members except North Korea, and the organization is now moving to change its membership procedure from a unanimous vote to two-thirds approval from its members, so we are now looking forward to joining the organization at the next chance,” Vice Transportation Minister Yeo Hyung-koo was quoted as saying.
Yeo has been attending the 43rd ministerial talks of the OSJD in Mongolia’s Ulaanbaatar. OSJD currently has 28 members, including China and Russia.
For South Korea, joining the OSJD is a necessary step to link the country’s own railway system to the trans-Siberian and trans-China railways as part of its long-term goal to reach Europe by land, the ministry said. (Yonhap)

Seoul to provide quarantine gear to Korea DPR
South Korea said Thursday it would provide equipment to help detect Middle East respiratory syndrome at a joint factory park in North Korea in a rare reconciliatory gesture.
The decision was taken two days after Pyongyang made the request.
Seoul will send three heat-sensing cameras shortly to the Gaeseong industrial complex, a Unification Ministry official said.
Last November, Seoul had lent the devices, each worth 15 million won ($13,600), to help brace for a possible spread of the Ebola virus across the district where some 53,000 North Koreans are employed.
“The North raised the issue of the MERS outbreak here, requesting quarantine equipment including three thermal scanners,” the official told reporters on condition of anonymity.
“The devices will be installed at the customs and immigration office that provides access to South Koreans, as well as the entry point used by North Koreans.”
Pyongyang has also asked for masks for its workers, the official said, adding that the ministry will make a decision after consultation with the companies running plants there.
South Koreans will separately be checked for signs of fever before and after they enter the border city.
“They had so far been examined upon their return from Gaeseong. … We’re making our utmost efforts to prevent the virus from spreading into the North,” the official said.
Wary of its porous health care system, the reclusive country has shown high interest in the MERS outbreak in South Korea since its state media delivered the news for the first time on May 23.
The regime imposed a travel ban on all foreign tourists for about five months during the West African Ebola epidemic.
It also requested Seoul’s support to help contain the spread of avian flu in 2009.
As of midday, two South Koreans have died from the MERS virus and the number of confirmed cases swelled to 35, with nearly 1,700 being put under quarantine.
