TROUBLED tourist Samantha Azzopardi is flying home to Australia after an Irish court found she isn’t suffering a serious mental illness despite being “vulnerable”.

Ms Azzopardi was found in a distressed state on a Dublin street almost a month ago and police initially feared she was a teenage victim of human trafficking.

But she was finally identified this week after an international appeal.

It was subsequently revealed that Ms Azzopardi, who is aged 25 and originally from Sydney, was known to Australian police, had used false identities and been found guilty of deception.

She was escorted by police to Dublin airport on Thursday night local time (Friday morning AEDT) and is expected to arrive in Australia at the weekend.

“Samantha Azzopardi is this evening being returned to her native Australia,” a police spokesman said in a statement.

“In consultation with all of the relevant authorities (we) have facilitated Samantha Azzopardi’s repatriation with a view to reuniting her with her family and the authorities.”

Her departure was shrouded in secrecy, with authorities refusing to discuss her whereabouts until she was in the air.

There was pressure in Ireland for the Australian to be charged with wasting police resources.

It reportedly cost the state more than 250,000 euros ($A357,000) to identify Ms Azzopardi.

Ireland’s High Court heard on Thursday that, while the tourist suffers from a condition that makes her “vulnerable”, she wasn’t so ill she should be detained under the country’s Mental Health Act.

A court order that had kept her in hospital lapsed just before midday and police announced she was flying home hours later.

“She is not detainable under the Mental Health Act … the legal proceedings are at an end,” said Gerard O’Brien, a lawyer for the guardian appointed when it was thought Ms Azzopardi was a teenager.

Psychiatrist Brendan Kelly assessed Ms Azzopardi on Wednesday evening and prepared a “fulsome report”, the court heard.

It was Dr Kelly’s view that Ms Azzopardi does not suffer from a disorder that allows her to be detained against her will.

During her weeks in care, the Australian had threatened a “hunger and thirst strike”, Justice George Birmingham revealed.

He said the twists in the case had come “as a shock to everybody and as a surprise”.

“But the case has now run its course,” the judge said.

The Irish Independent reported police originally believed Ms Azzopardi was only 14 or 15 years old because she weighed just 40kg.

It’s thought Ms Azzopardi was staying with her mother’s former boyfriend Joe Brennan in Tipperary before she was found.

Local media turned on the young Australian in recent days.

The Independent said authorities had been “taken in by a Walter Mitty-like con artist”.

Details of abuse aboard navy ship emerge

A woman claims inappropriate behavior aboard a naval ship involved sexual assaults on male soldiers. Source: AAP

A WOMAN claims the “inappropriate behaviour” that prompted the navy to launch an investigation into sailors involved sexual assaults on young male sailors on HMAS Ballarat.

The Navy has confirmed the ship involved in the allegations is Anzac Class Frigate HMAS Ballarat, which is currently deployed on border protection operations.

Chief of Navy, Vice Admiral Ray Griggs, said the navy was being as open and transparent as it could within the limits of its investigation processes.

“Allegations such as these are serious and it is critical that the investigative process is properly followed. As such I will not speculate on any aspect of the allegations,” he said in a statement on Thursday.

“We have dealt with the allegations swiftly and I reiterate that inappropriate behaviour is not consistent with our values and is not tolerated in Navy.”

The woman who made the sexual assault claims is a former navy member who alleged younger male sailors were set upon and sexually assaulted by their crewmates.

“People were set upon by other members, stripped off and had things essentially put in their bums,” the woman, identified only as Bridget, told Network Ten on Thursday.

In one instance, a sailor was left with a bleeding rectum after being anally penetrated by a whiteboard marker, she claimed.

Bridget said her friends still serving in the navy had asked her to get the truth out, because people were scared.

“If it happened in a normal workplace, the police would be called, charges would be laid,” she said.

The Australian Defence Force opened a formal investigation on Tuesday after allegations against some members of an unnamed ship’s company were made by a sailor.

However investigators will not be able to join the ship for several days.

HMAS Ballarat responded to a distress call from an asylum-seeker boat off the coast of Indonesia.

Australian Customs and Border Protection and the Australian Maritime Safety Authority could not comment on Thursday. The federal government is not scheduled to brief the nation on border protection until Friday.

However Indonesian search and rescue agency, BASARNAS, has confirmed to AAP that a distress call had been received from a vessel in the Sunda Strait earlier on Thursday.

The Indonesian spokesman said HMAS Ballarat had responded to the distress call from the boat.

Mark Schwarzer’s legacy a lesson to all Socceroos

In the pantheon of Socceroos greats, few will argue Mark Schwarzer ranks among the elite.

Even fewer will argue that if an all-time Socceroos XI were assembled, he would be the man between the posts. Schwarzer hangs up the gloves – for his country at least – having accumulated 109 caps, the highest number of any Australia player. He was the first to crack the century and despite frequently speaking of his desire to go to Brazil, the Chelsea keeper has decided he no longer has the commitment required to play for Australia.

The 41-year old’s sustained international brilliance spanned two decades – beginning in 1993, when the long-haired custodian filled in for Mark Bosnich in the World Cup qualifiers against Canada.

For sheer natural ability, Schwarzer trailed Bosnich – no shame given the latter’s extraordinary gifts – but there could be no comparison in discipline and determination. It would be that commitment to excellence in body and mind which spurred Schwarzer to play as well as he did for as long as he did. Even at age 40, he was putting in exceptional displays for the national team, none better than his remarkable effort against Japan in Saitama in June.

There, he repelled wave after wave of attack, earning Australia a most precious point. In the crucial final three World Cup qualification matches, the only goal he conceded was Keisuke Honda’s penalty. Those matches seem to ensure Schwarzer’s ticket to Rio. But as a central cog in Holger Osieck’s plan, he wouldn’t have taken kindly to the idea of fighting for his spot all over again under Ange Postecoglou.

Schwarzer was originally picked in Postecoglou’s squad for the match against Costa Rica on November 19 but, under the new regime, would have done so on a level pegging with Mitch Langerak and Matt Ryan. Indeed, his choice to sign as Chelsea’s back-up keeper had already triggered a discussion about how match fit he would be come next June.

Yet the decision to retire was still a surprise to his teammates and those around the national team. “I’m shocked. He’s one of the greatest ambassadors to have played the game and a true gentleman on and off the park,” Cahill told Fox Sports News. “He was one of the reasons we were so successful as a national team. He was always the go-to guy. His experience just getting us to this last World Cup was priceless. He’s a true professional and nothing but class but if he can’t give the same commitment as he did before then I take my hat off to him.”

Harry Kewell was left bemused by Schwarzer’s decision to quit just eight months out from a World Cup. “I didn’t see it coming, it’s a massive shock. I still believe he’s our best keeper,” Kewell said. “He’s playing at one of the best clubs in the world, so there’s no reason why he should have done it but it’s a personal decision and I’m sure all the players will respect it.”

Speaking at his inaugural squad announcement in Sydney, Postecoglou insisted he had nothing to do with Schwarzer’s decision. “Mark was included in this squad but decided he wanted to retire and not participate. I have the utmost respect for his decision, which was his,” he said. “He’s no doubt one of the all-time Socceroos greats. A great servant who was always available for the national team, sometimes under difficult circumstances. He’s an absolute icon of our game.”

Police name badges to become optional

November 7, 2013 – 9:28AM

Marissa Calligeros

brisbanetimes.com.au reporter

Queensland police will no longer be required to wear name badges due to concerns for their safety amid the crackdown on outlaw bikie gangs.

Police Commissioner Ian Stewart made name badges optional for all sworn officers from the rank of Constable to Senior Sergeant on October 5 this year, it has been revealed.

Instead, officers can apply to wear a badge displaying their rank and registered officer number only.

Standard badges include an officer’s rank and full name.

All watchhouse officers and commissioned officers can also apply to have badges displaying only their rank and registration number.

‘‘The policy was made following a number of considerations including officer safety,’’ police said in a statement.

The move means the public will not be able to easily identify police officers by name, which civil libertarians have argued is a return to the ‘‘bad old days’’.

Queensland Council of Civil Liberties spokesman Michael Cope warned the move could create scenes similar to those in Toronto and London, where officers without name badges were accused of using excessive force while clashing with G20 Summit protesters.

He said Toronto and London police had been accused of removing or hiding their name badges to avoid complaints being made against them.

‘‘Large numbers of police were disciplined on the basis that they had removed or hidden their name badges in Toronto,’’ Mr Cope said.

But Queensland Police Union president Ian Leavers said the public could be confident in the ‘‘honesty, integrity and professionalism’’ of officers.

He said he recommended name badges be made optional after he was contacted by Premier Campbell Newman about the bikie crackdown.

‘‘A couple of days later I was advised my idea had been agreed to and that it would be implemented immediately,’’ Mr Leavers said.

Mr Cope said police name badges were introduced as a ‘‘fundamental accountability measure’’ after the Fitzgerald Inquiry into police corruption in Queensland.

‘‘It’s going back to the bad old days,’’ he said, referring to the widespread police corruption that occurred under the Joh Bjelke Petersen-led state government in the 1970s and 80s.

‘‘People don’t remember numbers, they remember names.

‘‘If police are so concerned about their safety they should have silent phone numbers.’’

More part-time jobs as jobless rate rises

On the rise: unemployment crept higher in October. Photo: Louie Douvis

The jobless rate has edged higher as the labour market softens amid a transition towards non-mining led growth.

The unemployment rate rose to 5.7 per cent in October, up from 5.6 per cent the month before, with 1100 jobs added to the economy. The jobless rate had slipped from its four-year high of 5.8 per cent in August.

Full-time positions shrank by 27,900 while part-time jobs rose by 28,900. The participation rate remained stable at 64.8 per cent, after the September figures were revised down from 64.9 per cent.

“The economy is still not creating much in the way of new jobs,” said National Australia Bank senior economist David de Garis.

“We’ve had net 4000 jobs in the past two months and what we’ve had has been all part-time. Over the past year, employment is up by 0.7 per cent year-on-year and aggregate hours are up by 2 per cent. So that tells you that [employers] are switching more to part-time.”

The aggregate monthly hours worked lifted by 6.2 million hours to 1.65 billion hours. The seasonally adjusted employment-to-population ratio slipped 0.1 percentage points to 61.1 per cent.

The Australian dollar lost a third of a cent, falling from 95.22 US cents to 94.96 US cents.

The jobs data came as the latest figures on the construction industry showed it expanded for the first time in three years last month, in early signs of a recovery in the sector.

Economists were expecting the jobless rate to rise to 5.7 per cent and for the 10,000 positions to be created in October.

The jobless rate rose in NSW, Victoria, South Australia and the ACT. It remained stable in Queensland and the NT, but fell in Western Australia and Tasmania.

The unemployment figures are seen as a key indicator for the Reserve Bank as it weighs up continuing its monetary policy easing cycle, which has seen it cut the cash rate by 225 basis points since November 2011.

RBA governor Glenn Stevens said in a statement following the central bank’s decision to keep interest rates at a record low of 2.5 per cent that he expected the unemployment rate to edge higher in the near-term as mining investment falls.

The Australian Industry Group’s monthly measure of the construction industry, released today, found the index rose 6.8 points to 54.4 in October, the highest since 2010.

The expansion was driven by the residential construction sub-sectors, with the apartment sub-sector recording the strongest growth of the month.

“Consolidation over the next few months will show whether a sustained recovery will be built on the combination of renewed confidence and low interest rates during the first half of 2014,” said AiG’s public policy director Peter Burn.

ANZ’s monthly jobs advertisements survey released on Monday recorded a slight fall in October, pointing to a possible stabilisation in the employment market in trend terms.

Retail sales rose by 0.8 per cent in September, above economists’ expectations of a 0.4 per cent lift, as sales at department stores and for clothing, footwear and personal accessories grow, official figures released on Monday showed.

Car theft on the rise in Queensland

November 7, 2013 – 12:01AM

Car thieves stole enough vehicles in Queensland last year to fill the Chermside and Carindale car parks, combined.

A favoured approach of thieves was to sneak into people’s homes, steal their keys, and driving away with their cars.

Car owners are being warned to be more diligent with their car keys as home driveways now become car thieves’ favoured location from which to steal.

Car theft is on the rise, with 34 vehicles stolen across Queensland every day in 2012, a new “Car Security Index” shows.

At more than 12,000 vehicles in 12 months, that’s enough to fill the car parks at Westfield’s Carindale and Chermside shopping centres.

According to the RACQ Insurance-sponsored research, 28 per cent of all car thefts across Queensland took place in home driveways. This is an increase of 5 per cent over 2012.

It was found that one in four of the households that experienced a car theft from their property had also been the victim of a home intrusion – known as a “sneak-raid” – prior to the car theft.

“Sneak-raids” often happened while residents are still at home, and RACQ executive manager of insurance communications Mike Sopinski believes home owners have become too complacent and careless.

“Most people think once they park their car at home on the driveway they are home and safe but unfortunately these days it seems to be quite the opposite,” Mr Sopinski said.

“Household residents are making it easy for opportunistic thieves to enter their home by just simply not locking or closing front doors.”

Research was compiled following a survey of 1000 licensed Queensland motorists of varying ages, genders and locations (both metro and regional).

Research also revealed that more than 15 per cent of thefts occurred from the street of the owner’s residence and 10 per cent from the home garage.

Mr Sopinski said he believed an increase in thefts had led to a real fear across the community in regards to car theft.

“Eleven per cent of Queensland motorists now do not believe it is safe to park their car in their immediate local area,” he said.

The Queensland Police Service Annual Statistical Review shows the number of “unlawful use of a motor vehicle” crimes rose to 11,979 in financial year 2011/12 – an increase of 23 per cent.

Other cars were stolen from streets other than the owner’s (12 per cent of total thefts), public car parks (10 per cent), shopping centre car parks (7 per cent), rail or bus commuter car parks (7 per cent), and service stations (2 per cent).

“What most people do is when they get home from their shopping they just drop their keys on the side or kitchen table and they leave doors and they leave windows open, allowing these opportunistic car thieves and now opportunistic home thieves to get into these properties and make good on the theft of the vehicles,” Mr Sopinski said.

Three Queensland cities are rated the worst in Australia for car theft – Brisbane (2,843 reported thefts in 2012), Gold Coast (1,971) and Logan (1,672).

RACQ tips to prevent car theft include:

• If your vehicle does not have a factory-fitted engine immobiliser, you need to install an Australian Standards self-arming immobiliser

• Do not leave valuables in open sight in your car

• Always lock your vehicle and secure windows when away from your car, even when at home or in the garage

• Do not hide a spare key in your car, even if you think it is well concealed

• Park in well-lit, secure areas at night

• Never leave your engine running while away from your car

• Use off-street parking where available

• Secure car keys when the vehicle is parked at home or work
