Guerra global: Astrid Fontenelle detona Walcyr Carrasco

Pyongyang accepts South lawmakers’ visit to Gaeseong

The Gaeseong industrial complex (Yonhap News) |
North Korea on Thursday accepted a request by South Korean lawmakers to visit Gaeseong, raising hopes that momentum will pick up for the joint factory park whose recently resumed operations are suffering after a five-month freeze.
Twenty-four members of the National Assembly’s foreign affairs and unification committee have applied for a one-day trip to the border town industrial zone on Oct. 30 as part of an ongoing parliamentary audit.
The acceptance was delivered to the newly launched permanent secretariat overseeing the industrial complex.
If they make it to the border city, it would be the panel’s first official group tour since the business district’s inception in 2004. The delegation is expected to include one aide of each lawmaker and several officials from the Unification Ministry including Kim Ki-woong, the director general of inter-Korean cooperation district support and a cochair of an inter-Korean committee in charge of the Gaeseong park.
“Their purpose is to check the situation there and see how they can support,” a ministry official told reporters on condition of anonymity due to the sensitivity of the matter.
“Fortunately the North accepted it so the government will make preparations in a way that can contribute to the Gaeseong complex’s future-oriented normalization.”
The lawmakers’ trip is to come about seven weeks after the two Koreas resuscitated the last remaining symbol of cross-border cooperation.
But the 123 companies running factories in Gaeseong are struggling to make up for revenue shortfalls, pay back loans and recapture buyers who have shied away in the face of mounting uncertainty.
As a result, the complex is operating at 70-80 percent capacity, government officials say. The number of North Korean workers has plunged from about 53,000 to 43,000.
In addition, Pyongyang, through a Sept. 11 deal, agreed to facilitate their operation and improve the district’s sustainability by easing rules on communications, customs and passage and holding investment promotion events. But discussions have made little headway, while the investor meeting slated for Oct. 31 was called off last week.
Businesspeople and lawmakers are pinning hopes on the upcoming tour as a chance to revive momentum for a full-fledged normalization, and draw more assistance from the government and parliament as shown in the past.
“The Gaeseong park has been virtually the last buttress for inter-Korean relations,” Park Joo-sun, a three-term independent lawmaker, said in a statement.
“I hope the committee’s visit will play a crucial role in rebuilding the trust of buyers of Gaeseong-made products at home and abroad.”

Artilheiro do Ano: dose tripla faz Hernane alcançar líder Magno Alves

O Vovô deve ir a campo da seguinte forma: Fernando Henrique; Marcos, Diego Ivo, Gustavo e Vicente; João Marcos, Ricardinho, Rogerinho e Lulinha; Magno Alves e Mota.
Nishi building lease in doubt with shake-up

The federal government is rethinking its commitment to its $158 million lease at Canberra’s landmark Nishi building.
The building, occupied by 740 bureaucrats in the now-defunct Department of Climate Change in late 2012, was a key target when the Coalition in opposition with the Liberals holding it up as a symbol of Labor waste.
Climate Change has now been absorbed into the Department of the Environment which is preparing to axe 150 jobs in the next two months, and future of the lease remains hostage to the complex “machinery of government” movements currently underway in Canberra in the wake of Coalition’s shake-up of the bureaucracy.
The office of Environment Minister Greg Hunt confirmed that “the lease is under review as s part of the machinery of government changes.”
A spokesman for the Industry Department, which still overseas Climate Change while its move to Environment is finalised, was less forthcoming refusing to answer questions about the future of the occupancy at Nishi or even how many of the original 740 officials remained on site.
“The Nishi Building currently provides office accommodation for former Climate Change employees (transferring to the Department of Environment), with some of the space currently occupied by the Department of Industry,” the spokesman said in a statement.
“Numbers have fluctuated throughout the past 10 months since occupation in December 2012 as a result of various machinery of government changes.”
Greg Hunt, who is now Environment Minister, described the 15-year lease as one of the worst property deals for the Commonwealth in 20 years, pledging to review the arrangement and explore options to vacate and sub-let the spaces.
Mr Hunt’s colleague Jamie Briggs said the six-star energy-rated offices were “an unbelievable reckless waste of Australian taxpayers’ money.”
The department pleaded that the move to Nishi had actually saved money by allowing the disposal of its old offices on Constitution Avenue and Allara Street.
Climate Change bureaucrats have had a tumultuous time since moving into Nishi with an announcement in April their numbers would be slashed from 920 to 480.
Their department was merged in March the with then Industry Department which become known as the Department of Industry, Innovation, Climate Change, Science, Research and Tertiary Education and will now revert back to simply being the Industry Department
Climate Change, meanwhile, went back into the Environment Department in a move that has not been completed.

Fleeting visit costs the taxpayer $4200 a day

Bob Carr’s 19 months as foreign affairs minister was ”somewhat fleeting” by his own admission.
But Department of Finance records show the retiring NSW senator went full tilt while in the job. He spent an average of $4220 a day, including on international trips, domestic flights and chauffeured cars, according to his most recent six-month expense claim.

The total cost to the taxpayer was $777,000 during this period.
By comparison, Senator Carr’s predecessors, Stephen Smith and the globetrotting Kevin Rudd, spent about $523,000 – or an average of $2843 a day – in their last six months in the role.
Senator Carr, who will revert to his $300,000-a-year entitlement as a former NSW premier upon leaving the Federal Parliament, chalked up nine international trips during the six-month period ending December 31 and was overseas for 79 of 184 days.

One three-week trip for ”high level meetings” in the US, France, Japan, Cambodia and Indonesia cost taxpayers $200,000 alone – $159,000 in airfares. While in Australia he made 25 domestic flights – 18 with wife Helena – and spent a total $23,000 on Comcars.
On Thursday, Senator Carr dismissed suggestions that he had been spending too much in the foreign minister’s role, arguing that he was just doing his job.
He also said Australia had been running for a seat on the UN Security Council during the period in question.
”And yes, that did involve travel. I doubt if I would have gone to Mongolia, for example, if it had not been in pursuit of an extra vote in what was a keenly contested ballot, a lot of other travel as well,” he told ABC Radio.
”I would have been criticised, certainly by foreign affairs professionals, if I hadn’t taken it as seriously as our rivals for that position.”
As foreshadowed by Fairfax Media last week, life in opposition was not for Senator Carr, who quit just seven weeks after being re-elected as a NSW senator.
In justifying his hurried departure, he suggested that Australia think about adopting the US model of governance where expert outsiders can occupy cabinet roles without being elected officials.
Senator Carr again defended his decision to stand down from the Senate, despite being re-elected for a six year term at the September election.
The former foreign minister argued that votes in the Senate were not personal and that it would not cost the taxpayer anything to replace him.
“I stood for re-election on a party ticket. No one would pretend for a moment that there’s a personal vote involved in a Senate election,” he told ABC radio.
“People vote for a list of party candidates, I was up the top of that list.”
Having publicly protested his loyalty to former prime minister Julia Gillard in March, Senator Carr conceded on Wednesday that he had begun to question the direction of the government and its election chances under Ms Gillard before then.
He said the government had ”lost its way”, referring to a cabinet meeting a week before a Fairfax Media front page suggesting he had switched allegiance to Mr Rudd.
Senator Carr noted a ”lack of canniness in the government”, raising the implementation of the carbon tax as an example of when ”caution and canniness” would have been a better path. ”This was tearing up the Neville Wran playbook for getting re-elected,” he said.
Opposition Leader Bill Shorten and Labor’s Senate leader Penny Wong paid tribute to Senator Carr’s remarkable political career, which included a record 10 years as NSW premier. ”We will miss his resonant tone in the Senate,” Ms Wong tweeted.
The Labor Party opened nominations to replace Senator Carr and the candidate will almost certainly be beaten central coast MP Deb O’Neill, who has the backing of the Sussex Street machine.
As well as needing to address a gender imbalance in the Senate for NSW, party operatives are keen to build a base on the central coast to win back the seats of Robertson and Dobell in 2016.
ALP general-secretary Jamie Clements said: ”When Ursula Stephens completes her term in June next year, NSW Labor will not have a single woman in the Senate. I think that’s indefensible. Our rules require that 40 per cent of Senate spots are filled by women and I intend on delivering on that.”
But Senator Carr has backed former MP for Eden-Monaro, Mike Kelly, to take his spot. Mr Kelly lost his seat narrowly at the last election.
Speaking at the United Nations Association of Australia in Canberra function on Wednesday night, Senator Carr called Dr Kelly, who was there, his esteemed parliamentary colleague.
”I wish I could hand my Senate seat over to you,” Senator Carr said in opening his speech.
He lamented that Dr Kelly was no longer in the parliament to carry on the fight for aid spending and the UN’s work.
”He’s someone who’s been involved in the frontline of peace building and peace keeping around the world,” Senator Carr said.
”I hope his talents can be edged back into that parliament as soon as possible.”
